NATION: Duncan Applauds Passage of Nuclear Waste Storage Legislation
Washington, D.C. – Today, Congressman Jeff Duncan (SC-03) praised the passage of H.R. 3053, the Nuclear Waste Policy Amendments Act, in the House of Representatives:
“I have long been an advocate for nuclear energy, but as we create it, we also create nuclear waste. Up until now, the federal government has neglected its responsibility to manage the nuclear waste spread across communities all over the United States.
“The law of the land is clear – Yucca Mountain should act as the nation’s long-term nuclear waste repository. For decades, ratepayers in South Carolina have paid over $1.3 billion in fees to construct and operate this safe, long-term storage site. However, Yucca Mountain is still not in operation despite the billions of dollars paid by South Carolinians and ratepayers across the country.
“The House made progress today by holding the federal government accountable and reforming our nuclear waste policy to utilize Yucca Mountain for its intended purpose – a permanent geologic repository. We can’t let this promise to the American people continue to languish. I call upon my colleagues in the Senate to end the trivial political game and fulfill this legal obligation and a decade’s old promise to operate Yucca Mountain and secure our spent nuclear fuel.”
There is over 4,500 tons of spent nuclear fuel in temporary storage in South Carolina from commercial reactors.
Ratepayers in South Carolina have paid $1.3 billion in fees ($40 billion nationwide) to construct and operate a long-term storage facility in Yucca Mountain.
121 sites around the country are currently holding nuclear waste, including Savannah River Site located in South Carolina.
Despite the legal obligation in the Nuclear Waste Policy Act of 1982 and billions collected from Americans for several decades, no nuclear waste has been moved to Yucca Mountain.
NATION: House Committee Advances 25 Bills to Combat the Opioid Crisis
Washington, D.C. – South Carolina Congressman Jeff Duncan issued the following statement after the passage of 25 bills in the House Energy & Commerce Committee to combat the opioid crisis:
“This is an all hands on deck situation that requires a response not only on federal, state, and local levels, but also on the doctor-patient level. I have talked to too many families who have been impacted by the scourge of the opioid crisis, and I am thankful that Congress has been able to produce some bipartisan solutions to start addressing these problems.”
“While we are working to tackle these complex problem domestically, the problem doesn’t stop here at home. Many of the drugs that are devastating families across the country are illegally flowing across our southern border, which is why we must support the Trump Administration’s plans to step up border security and enforcement.”

H.R. 449, Synthetic Drug Awareness Act of 2017, authored by Reps. Hakeem Jeffries (D-NY) and Chris Collins (R-NY), will require the U.S. Surgeon General to submit a comprehensive report to Congress on the public health effects of the rise in synthetic drug use among youth aged 12 to 18 in order to further educate parents and the medical community on the health effects of synthetics. Specifically, the bill will offer student loan repayment of up to $250,000 for participants who agree to work as a SUD treatment professional in areas most in need of their services. These protocols would address the provision of naloxone upon discharge, connection with peer-support specialists, and the referral to treatment and other services that best fit the patient’s needs. Barbara Comstock (R-VA) and Lujan, will direct the Food and Drug Administration (FDA) to articulate clear data collection methods that could be used to inform opioid-sparing labeling claims for products that may replace, delay, or reduce or the use of opioid analgesics. H.R. 5687, the Securing Opioids and Unused Narcotics with Deliberate Disposal and Packaging Act of 2018, authored by Reps. Richard Hudson (R-NC), Rep. G.K. Butterfield (D-NC), and Ted Budd (R-NC) will direct the FDA to work with manufacturers to establish programs for efficient return or destruction of unused Schedule II drugs, with an emphasis on opioids. These methods could include mail-back pouches to secure facilities for incineration, or methods to immediately inactivate/render unattractive unused drugs. In addition, this bill will facilitate utilization of packaging that may reduce overprescribing of opioids. Finally, this bill will require the Government Accountability Office (GAO) to study new and innovative technologies that claim to be able to safely dispose of opioids and other unused medications. H.R. 4275, Empowering Pharmacists in the Fight Against Opioid Abuse Act, authored by Reps. Mark DeSaulnier (D-CA) and Carter, will help pharmacists detect fraudulent prescriptions. H.R. 4275 will help develop and disseminate materials, giving pharmacists greater understanding and ability to decline to fill controlled substances when they suspect the prescriptions are fraudulent, forged, or appear to be for abuse or diversion. H.R. 5041, Safe Disposal of Unused Medication Act, authored by Reps. Walberg and Dingell, will help reduce the number of unused controlled substances at risk of diversion or misuse by allowing hospice employees to safely dispose of these medications on site after the death of a patient. H.R. 5202, Ensuring Patient Access to Substance Use Disorder Treatments Act of 2018, authored by Reps. H.R. 5483, Special Registration for Telemedicine Clarification Act of 2018, authored by Reps. Carter, Cheri Bustos (D-IL), Handel, Stefanik, and Bobby Rush (D-IL), will clarify telemedicine waivers. Federal law permits the Attorney General to issue a special registration to health care providers to prescribe controlled substances via telemedicine in legitimate emergency situations, such as a lack of access to an in-person specialist. Unfortunately, the waiver process has never been implemented through regulation, and some patients do not have the emergency access they need to treatment. This bipartisan bill directs the Attorney General, with the Secretary of Health and Human Services, to promulgate interim final regulations within one year of passage of the law. NATION: Congressman Jeff Duncan (R-3rd-Laurens) Issues Statement on Iran Deal Withdraw
Washington, DC—South Carolina Congressman Jeff Duncan issued the following statement on President Trump’s decision to withdraw the United States from the Obama-Era Iran Nuclear Deal:
“Nearly every aspect of President Obama’s Iran Deal was deeply flawed.
“At the end of the day, President Obama trusted the word of a rogue nation over the wishes of the American people. From its conception, the deal faced extensive bipartisan opposition and lacked vision. In fact, the agreement was so poorly conceived and negotiated that the Obama Administration’s motives for entering into such an deal deserve questioning.
“I applaud President Trump for keeping his word, honoring his promises to the American people, and recognizing that for the sake of international security, we can and must do better.
“The Iran deal broke decades of national security precedent by comingling the issues of prisoner releases and sanctions relief, endangering every American in the process. The deal also gave valuable resources to the world’s greatest financier of terrorism, without any concessions from Iran on ending their nefarious activities. Finally, the agreement lacked any real enforcement capabilities to ensure that the Iranians were following through on their end of the bargain.
“While I am sure this decision will be met with disappointment from some of our allies, their disappointment should be directed at the Obama Administration, not President Trump. President Obama brokered this agreement in spite of intense bipartisan opposition in Congress. The deal never had the support of the American people, and for the good of the country, President Obama should have never proceeded on his own. This withdraw should be a cautionary tale for future administrations seeking to bypass and disregard Congress while negotiating international agreements.”
